That's pretty much the way it is done. A royal Pain to make 100 circular passes inside a small bore with a handheld mig gun. Not any more fun welding up with stick rod either.
Now they have these great machines

When I moved in to my place 25 years ago my neighbor had two Cat scrapers that he was doing this on. He made the boring tool feed out of a satellite dish drive.
