    I think the body and swivel could be dense, oiled hardwood, and many suppliers offer plastic spheres. Not sure how to retain them, wood isn't known to stake very well. Maybe a thin punched metal or plastic frame?

    Uh, no.
    Not one anyway. Making the sector is best done as a single turning then sawn in half. However, compile a list of buyers; yours could be free. I could mail them flat rate USPS anywhere in the contiguous US. This applies to version depicted, metallic not plastic.
