And, placing large rocks in the middle of the road makes sense to whom?

Anything hosted on amazonaws is worthless now that they've gutted the internet so that the corona virus lockdown doesn't gut the internet.

Can't see the gif but I assume that boulders placed in the middle of a roundabout (we call them circles here) are there to hopefully prevent head on collisions with other drivers by stupid drivers. Stupidity should hurt.
If you can't make it precise make it adjustable.

That reminds me of an incident on the A30 at Drum bridges roundabout along a straight road in my twentys. It was a favourite place for ton up bikers to meet and show off, one guy on a Triton got it wrong and went straight through a cheap panel fence that had been erected to make it more obvious that there was a roundabout just beyond the crest of a rise. He went through the fence at about 80 MPH and luckily only suffered cuts and bruises, he was more concerned about his bike than the blood dripping from his face.

Where the stupidity occurs is the problem. All well and good that new roads have roundabouts, but placing them in the middle of old roads without adequate safety warnings should be criminal, since many needless deaths have been the result.

Im intrigued that the subject of interest seems to be placement of the roundabout or rocks...not the speed that driver was maintaining on a small residential street.

It's discouraging to me that we've degenerated to the point that some feel that they have to be protected from their own inattention and carelessness.

The driver in the video was not paying attention to his driving and was traveling too fast for the existing conditions, which is the only criminality I see in that video.

    I couldn't agree more.

Even if the stupid garden in the middle of an intersection were not there, you don't go buzzing through residential intersections like that.
