    Not just America, much of the Western world, that said in our 'student' (PhD students that is) workshop very very few have any idea of how to make things using hand tools, and even few machine tools, when they first arrive from anywhere in the world. Part of my job is to 'facilitate' their learning how to, as a Tech I'm not allowed to 'teach' even though I hold formal pedagogical qualifications, only Academic's can 'teach' even though most hold no pedagogical qualifications at all!
