It doesn't look like HDPE - I bet it is just PVC.

I am curious how you can say it does not "look" like HDPE? You can get HDPE pipe at least 5' (1.54m) in diameter. I have done that very same same process with both HDPE and PVC, although not that large. HDPE is much wider band of temperature for forming than PVC. HDPE will stretch much further with less force and no damage to the actual structure of the material than with PVC.

HDPE is typically joined by the fusion butt welding process, but slip fit bell end connections are also used for some applications.

HDPE is much more chemical resistant than PVC and is used to many industrial applications.

How would you glue HDPE as it is chemical resistant?

Depending on the application, it may not need to be glued. Again, depending on the application there are now HDPE adhesives.
Some epoxies work as well as some types of "super glue"

Way too much outgassing, edge isn't melting as fast as it should, if video was of better quality, colour of flame could tell us more.

As for PP and PE, you are not glueing them directly - but altered(so no longer PP or PE) surface.
