I am surprised that this is something new - it seems so obvious - why hasn't it been done already?

complex mechanisms, plus inherent stability issues would be my guess.... side loads would be limited, and add a lot of excess weight to the machine to aid rollover reduction. - heavier machine for less payload isn't an ideal scenario for manufacturing and ownership costs.

the turret could be counter weighted the tires made of solid rubber even wheel weights to counter the effect of side loads but all of this adds to the operating weight of the machine as well which would also translate into more fuel and energy required to run the machine more fuel means higher cost per hour to operate, but I can see as many advantages as there are disadvantages to having a swing mounted loader particularly if one were dumping rip rap off to the side of a narrow road to prevent erosion or in clearing a mud or rock slide from a roadway. less movement of the machine in the form of backing and turning sideways in the road to dump plus a host of other uses a couple of which shown in the video
