Interesting to see him switching back and forth between hand and machine techniques. I think I would have milled the corners off the tool holder, where he used the belt grinder and files. Might have made a broach to cut the square hole, as well. Though most of the the job could have been done with a good set of files. I think any maker could make this tangential tool holder whatever tooling was available.
