    What is that? It looks like oil or asphalt emulsion. I seen a similar thing happen to a train car at the asphalt plant close to me. They are close to Milken chemical plant and scared everyone in town. Turned out to be the load operator left the tops open on the car and didn't turn the pump off. I think he went on break and said f*** it.

    apparently this was a pressure relief mech there certainly appeared to be lots of pressure for as long as it was coming out.
