What kind of tape? Those look like thin walled pipe to me, not much tape on those. I like that the guy is cleaning / waxing the cutters on the second one but that could be an automatic operation triggered when the rolls are discharged

I have done similar things to make masking tape 1/8" wide, or similar for masking objects. I will have to dig out photos showing the method
