Nope, quite the inverse. This is likely China, and there the people that do hand labor will deliberately grow long finger nails and also do fancy nail decorations so that when they are walking around outside of work, it's an indication that because of their long nails, they aren't doing hand labor that would ruin their long/fancy nails. The same can be said of an expensive purse, or expensive phone... status symbols for them, even though they may live in a very cheap apartment.
