It's not a photoshop job. The tracks are inboard of the engine gear where the locomotive wheels would have been. Look carefully at the rear top corner of the tracks where they pass over the idler - just under the cab. You can see the top of the track emerging from behind the engine gear.
I'm guessing that the engine Jon pictured was built for a purpose similar to the log - hauler described in my earlier post. That is, it was probably used for hauling some heavy "stuff" in an area where the ground conditions necessitated a tracked vehicle.
