Common practice on some engines is to check for oiling of every lifter. This one is not oiling one of the lifters on the #4 cylinder Had he not checked it would cause premature engine failure. I used to have a pair of valve covers with the top cut out of them for most small and big block V8 engines 6-and 4-cylinder inline as well. When doing complete long block rebuilds just leave the distributor out of most engines of the day power the oil pumps with a drill motor and adaptor to pre oil and pressurize the system check that everything was oiling as it should and not over oiling any of the rockers. I didn't do a lot of engines maybe 10 to 30 a year but when they left my shop my customers had confidence in them.
