    Now to me that is gimmicky, for our small trash receptacles we just use the plastic grocery bags might as well get a 2nd use out of them anyway. and it means we don't have to buy special little bags

    Grocery bags re-used for trash I'd say essentially world wide. Good for household receptacles; in bath, desk side, etc.
    But a bag dispenser for one-size rolls? Just a replacement gimmick.
    Just do what janitors do. Drop a roll into empty receptacle, 30 or 40 gallon is not too deep. Pull one bag up, roll it over the lip, replace lid. Done.
    Deeper cans? Cut open side of a gallon paint can. Drill holes at opposite ends. Thread a loop of stiff wire through. Drop in roll of bags and dispense connected bags over lip. Detach one and hang on can, replace lid.
    So, even if the dispensed bags get dropped in, the loop retrieves the package to start again.
