Would those rio bars have a covering of some sort to stop the concrete adhering to them?

Can somebody explain what's going on in the video. I mean the purpose of what we see and what's the next step?

It looks to me like they are abrasive blasting them to improve adhesion. You don't want a failure there.

I don't get it. Are these pre-cast protective caps for rebar? Judging by the sleeves around the rebar, they always intended for these caps to be removed. Why wouldn't you just frame it up with plywood or OSB instead of making something so labour intensive? They would have had to make forms to pour these covers, why wouldn't you just leave the form in place and skip the concrete pouring step? There must be something I'm missing.

Watched this process on the new building opposite, 100 + bored then rebarred, then poured piles, with the rising structural pillars then cast in cardboard sleeves around the next rebar cage attached to the piles rebar, some have 10 x 20 foot sections to full height with floors cast onto the pile/pillar rebar just below the next section. Several below ground 'curtain' walls were done with one set done and cast, then the spaces filled with a following set cut into the periphery of the adjacent piles once dry.
