4 wheels but 6 rims and tires. and has air brakes connected to the truck being towed on the ground. Seen a lot worse with the Honduran or Guatemalan auction buyers 2 school busses usually a short one doing the towing both crammed to the top inside, dragging another vehicle and no brakes on anything but the front vehicle

Looks like the vehicles on the back of the towed truck are intentionally toward the back to help keep the weight off the front wheels.
