It is interesting how our minds start to fill in the unknown details when we see a situation like this. So many different points of view, possibly all stemming from our widely varied life experiences. I see the situation as simply Karma.

To me, it looks like the truck driver looked up and saw all of the police racing up behind him. Then he tried to get to the right as you are supposed to do for emergency vehicles. Or possibly simply changing lanes as they diverge nearing the intersection. In either case, the fleeing driver was then a victim of karma. I am thinking the truck driver had intentionally pined the car, he would have stopped and left the car trapped so it could no longer move.

The most troubling thing to me is the incessant rambling of the helicopter news guy. When I hear news people ramble in situations like this, it makes me wonder if they get paid by the word. So they just try to say as many words as possible, without giving real thought to what they are actually trying to communicate.

However it happened, it was fun to watch!!

I get unsolicited phone calls; when they speak in that manner, it's telemarketing, evident of too much practice. I thank them facetiously, with the caveat "...for another number to block, Thank You!"
We shouldn't have to get so much practice.

I think that the driver was texting & listening to the radio too loud & to this day has NO IDEA how the scratches got on the right side of the liftgate frame.
