Almost looks like they forgot to pour something during construction and had to go back and do it or re-do it.
or the truck is being lowered down to the tunnel entrance, and then needs to drive for a distance within the tunnel to get to where the concrete is needed (think the dumptrucks in the tunnels in the Die Hard 3 movie)
