    Why does it need to lift the bridges section so high? The water level must be just below that of the road right there

    Probably to allow sail boats through and clear their masts.

    The road signs suggest that this is in Netherlands, which has a few inland "superyacht" shipyards. Many of their boats are beyond ridiculous in size.
