I don't get it.

It looks like they sprayed on way too much mud, then use a fancy machine to remove most of it. (To the point that the machine cannot handle the excessive amount of mud.)

Does any one have an explanation that makes sense?

If the vid was captioned "textured plaster scraping machine" I'd say "Pretty cool video."

Maybe a promotional video showing the capacity and ability of the machine. If so, low budget.
