That happened to me once, our braizing hearth at work had two full size acetylene and oxygen bottles. After finishing a braizing job I turned to shut off the valves and got the torch too close before the flame had completely died, had the same flare up as the video.
I beat the flames out with a glove and when I looked round the shop everyone was outside. Obviously not my time to go either.
It was found that one of the gauges was leaking.
