Judging by where he had his hand placed on the nozzle, I'm not convinced he wasn't playing around. He looks to be a much heavier guy than his partner but notice the other guy's water stream never wavers, also he turns and looks at the camera just before the acrobaticsQuote:

That grip all the way to the nozzle keeps it out of his face on the way back; adds the leverage to get him back up.
The other guy is just doing his job. IIRC the common busy-ness; before there were more cameras than flies.
