Believe it or not, a strong solution of soap works about as good as anything on paper-type wasps that we have here in South Texas. I usually use dish soap like "Dawn". The soap suffocates the wasps immediately and they never make it off their nests when the solution is splashed on them from a coffee can full of soapy water.

We had a nest inside our soffits by the fireplace. Hooked up the shop vacuum and a length of pipe near the “entrance “. Didn’t get all as they learned how to skirt past - but got enough to deplete the nest from surviving. The pipe/vacuum method worked
