Seems like if you tipped that to one side or the other it wouldn't wet the blade?

I don't think I would care much for a centerless saw blade. I can see some advantages of being able to use a smaller diameter blade to make deeper cuts, but I also see more complex mounting and stabilizing needed to drive and keep the blade tunning true.
