If I recall correctly, it fires based on accelerator and gyroscope signals, not on impact. I'd almost guess that inflating on impact might actually make matters worse. Maybe the pat on the guys neck fooled the accelerator somehow. Hopefully a freak occurrence.

Not sure how the actual track record is for preventing injuries, but it's a pretty interesting concept and is apparently been pretty successful thus far.
