I guess these are training scissors? So an adult can use the scissors with a child, for training?

If the intent was adult directing children, looks very hard to impart action desired, hence diluting lesson.
These may have not been widely sold, and why "don't run with scissors" phrase came to be.
In that coordinating a cut be hard enough, coordinated running next to impossible.
