I have to wonder if this was just some gawking tourist wandering around making a video of the tall ugly buildings in NYC when they noticed the icicles falling. I guess when you are a tourist you find things to look at. In all of the times I ever had to go to NYC the only thing I found worth seeing was the city limits sign in my rear view mirror

It looks like there were remnants of ice on the sidewalk nearest the camera from other ice falling at :06. They might have heard or seen the previous ice falling and looked for more and got this footage.
