    Since I don't see any mooring cleats or bits to tie a boat up to I'm guessing this is just some kind of an amusement ride.
    Let's walk out on the floating dock and watch the wave roll in while we ride them. Either that or it is a training vestibule to help people gain their sea legs before being employed onboard a ship. I can see a real value in something like that not everyone can cut it when at sea. Hugging the rail chumming the whole time while at sea is not a job qualification

    It could be the very same dock. Those 3 guys remind me so much of the 3 stooges comedy acts I watched as a kid
