that's layher scaffolding - very modular and easy to install. fast become preferred over traditional pipe and clamp style scaffolding.

Yeah I agree. I've been on a million jobs with tube and clamp. I seem to remember all-round scaffold from 20 years ago. It's pretty much been stuck in the residential space. I've never seen it on an industrial job.

But like you say say more importantly, why are they setting up a jungle gym out of a kajillion 2 ft cubes? Very strange.
