    How does that have anything to do with a fire block?

    These are often installed in interior especially non insulated walls to reduce the amount of air cavity above electrical outlets should a fire start at an outlet it is more difficult for it to flame all the way to the header due to the reduced available oxygen in the cavity, increasing the burn through rating. They also add structural rigidity to load bearing walls by reducing the free column height helping to control buckling. Full sheets of plywood or OSB are used at the corners to control racking instead of the old practice of embedding a diagonal strip

    Likely the 2x was marked beforehand, fire blocks in stud walls are critical in framing, the smile relates to satisfaction for temperature compensation of length, in cold weather.
    It's a funny bit. Tradesmen, one humorous lot.
