    That seems like an incredibly slow process. Not to mention the cost of the crane and operator. Then again, it's hard to tell what they are trying to break. If that is asphalt and not just dirt or clay, an excavator with a hammer would probably work a little better, but there is probably a reason they are doing it this way. If nothing else, it seems to be compacting the soil fairly well.

    Maybe it's a make-do sort of situation. The cost of hauling in the proper equipment may not be justified for the job, if it's even available to that location.
