This part of the world the FD has ladder trucks for that purpose... do they not have them in China?

They have them there their response time would be about on par with any other crowded city exactly 3 minutes after the last person died. This is no fault of the FDs they simply cannot have a ladder truck pre staged on every other street corner.
For this guy to see the smoke or flames then make the decision to try and help knowing he would have to rig down drive the 300 meters rig up and begin saving as many as he could tells a lot about how far away the nearest FD may have been located.
