    Could someone explain what's going on here? I mean, I understand he's trying to cut a large, live cable, presumably because there's no disconnect on the grid end, but what then? Are they going to try to seal/insulate the hot cable end and bury it? Maybe, this was a way to trip the breaker on the pole to kill the power? Whatever they are trying to do, it brings back memories from college when I cut through a line cord, forgetting I hadn't unplugged it from the wall, and ended up with a pair of dikes with only one jaw.
