That is probably why we can see a chain laced in the top of the cage, they know he is an escape artist

When I've put out raccoon resistant items I use things like padlocks or a shackle with a piece of steel safety wire through the hole in the pin, twisted and wrapped around the U part. Even a raccoon can't get those open.
