Even though there is a vehicle facing down hill on the right side of the road, it is unclear if the vehicle that stopped is right or left hand drive. If the driver was trying to get out when the other vehicle backed into it and the passenger got out on the left side, or was the driver a moron...

My vote is someone involved is a moron, We can see that the car entered the video from the left side of the street which that in itself could suggest right hand drive, however the car could have been approaching from an intersecting road coming in from the left, suggesting it was possibly just crossing the road to park on that side of the street after entering from the cross street again leaving the drive side gender in question.
