I had one of those in my shop for 20 years. I would ask visitor's if they could tell me what it was. Most could not. It was a great conversation piece. When I took over the shop in the 90's there was a large box full of cool stuff like that from the 30's and 40's. One of my favorite was researching what they where. On some of the old tools I never found out the mystery of there use.
