Not sure I would have drawn the train running across the top of everything else though, not likely that would be the last thing to go through there, more likely the first.

I simply cannot remember the name of the Artist who painted this - but I do like it.

Anyone notice the dead end a bit above center? That's some wicket to back out of, maybe a trap designed by the tow-truck lobby.
Fills every day with texting drivers, lol.

    Brake Check or Runaway Ramp?

    I dunno.
If we can't tell bird's eye view, the drivers have some kind of challenge!

I see a barricade across the lanes, and a shadow...

The interchange already existed long before the construction of the tramway was considered.
But even the interchange was constantly being added to and often the viaducts were completely relocated I only made the 800 mile drive from Kuwait City to Dubai a few times because it was much less of a hassle to fly then take as taxi to where ever I needed to go.
If you didn't travel around in Dubai at least once every few months you never knew where the road you were on was going to wind up taking you. At times the trafic in Dubai by comparison would make LA look like a deserted village. Try to imagine a road that it 8 lanes in each direction going almost bumper to bumper at 120 KMH with a bunch of fools weaving in and out doing twice that.
The last time I was there in 2012 the Tramway was about half to 2/3rds completed it was supposed to be fully operational by 2011 but I don't think it was completed until 2014 about a year after ZI left over there.
Never try to tell me it can't be done
When I have to paint I use KBS products
