The way it was listing coming into the dock it looked as if the ballast pumps on the low side were either not working and there was a huge hole in the hull or they were working and couldn't keep up, Or and highly unlikely, they were reversed

The camera man was approximately as competent as the ship's Engineer. What a CF.

Ships and ferrys use water as ballast in compartments on either side of the vessel the amount of water as ballast in the tanks can be regulated to maintain stability when they are empty and adjusted from side to side to control list if a vessel has fractures or holes in the hull. Bilge pumps remove water from the vessel while ballast pumps transfer water from one side to the other, sea cocks or valves allow water to be taken on board,
Or that was the way it was explained to me once while riding on the Issaquah across from Seatle to Vashon Island

Given where it was being operated, your right it would be highly doubtful.

can't help but be frustrated by the crowd of dopes getting in the way of the trucks and people trying to get off the vessel in a hurry - we all know screaming like idiots help others make quick sensible decision.

That was painful to watch. Makes me wonder what it looked like as it left after being loaded. Having watched a number of videos from railroad crossings in south East Asian countries I’m guessing the unloading “process” is much the same...aka. total free for all. Not at all like the loading and unloading process of ferries stateside.
