I didn't know land based fire crews rolled hoses with both fittings outside the coil, contrary to USN fire training. We rolled male end inside to protect threads. Easily deployed by rolling or running hoop out at same time others made up previous hose's male to the ready and adjacent female.
5 of my Sea Cadets could make up 3 lengths to a hydrant, open stem and pressurize, then 'shoot' a road cone target, 18 seconds or less. To score points cone had to be knocked down. A little motion study, stir with hydro-ballistics, put fast ones running out, biggest in front, sturdy one on the hydrant.

Haven Division, based at Terminal Island Coast Guard Station. Carried name of USS hospital ship. Well known cartoonist designed our mascot/ logo; Walt Disney. Many years, 1990-2001, these and other event competitions at Naval Amphibious Base, Coronado Base, CA. Were such great kids. One in fact, retires E7 from Navy early next year.

Lately thought about adapting this for ratchet tie downs. But the a drill needs toting along. Evolved into a hand crank winder that I can affix to trailer frame. One end though still could get milled hexagon for a drill chuck. It's not completed yet...natch, it'll be posted.

This improves the fire hose tool; letting the torque be tamed by the bracket, and work standing up. I'm sure a hose, laid out would work too. I didn't like the idea, drill motor side handle be REQUIRED for any positive outcome.
This methinks, re-cogitates previous visualizations of what I need.

Only problem is that fire hose weighs 10 times or more than the strap. On the ground is the proper place for hose.
