In this case it is rear steer on a ladder truck looks cool though

Yep in drifting the front would generally be to the inside of the curve.

Where I live everyone pulls over and slows down or stops for an emergency vehicle; Police, Ambulance, or Fire.
Also, right at the end of the video (:28) it appears there is a car in the grass behind the guard rail to the right.

If the trailer has a high CG then that is likely a tactic to maintain a stable high speed turn
