Wow! Look at all that garbage accumulated under there! Makes you kinda wonder what else is in the water.
Note the flotation devices are just Styrofoam barrels not encased. looks like a huge percentage of the debris is sluff from the barrels as can be seen at the very bottom of the video where the mooring tire isQuote:

Apparently, that's not legal in most places over there, but it's still done.
