Someone needed to come up with something for large scale fish farming, even if it was China. There are numerous land and coastal based fish and seafood farming operations around the world but nowhere near enough to maintain an ecological balance of fish populations on the planet. With the very soon to be 8 billion souls on this wet rock we call Earth the demand for not only fish, but all forms of edible seafood can only increase.
The technology of this vessel should be shared with countries all around the world in an effort towards replenishing the Oceans fish and seafood populations, which for the past 100 years has been diminishing on an ever-increasing scale even with the already other farming methods in place.

Do they catch the fish and then let them multiply?

Think of it as a hatchery and fish raising facility on the high seas. Much like the brick-and-mortar hatcheries and fish farms scattered all around the world raising freshwater fish. Obviously the starter fish for either must be caught from somewhere though.
