Do they catch the fish and then let them multiply?

Think of it as a hatchery and fish raising facility on the high seas. Much like the brick-and-mortar hatcheries and fish farms scattered all around the world raising freshwater fish. Obviously the starter fish for either must be caught from somewhere though.
