Looks like there was a storm drain at dumped into the downhill side of that highway. What a real mess this was.

Pretty sure I have driven that road. the S curve with a bridge in the curve reminds me of I5 in Oregon or Northern Ca.
I'm thinking the S curve on the hill has had enough traffic issues that warranted a permanent traffic cam to be installed.
