I noticed that as well, the huge turnbuckle looking things holding the seat in place. I really wonder what the context is here and what sort of parts he is grinding.

That enormous stone spinning away there probably vibrates like crazy. The straps probably just keep that seat from walking all over the floor.

Priority for strapping the seat. This was before the time of seat belt. The operator rides the seat at his own risk.
