That is some impressive flying, Trying to imagine the WHY.
Looks like there must have been something wrong with the winch or hoist and they could not retract it.
OR
There was no winch. Perhaps they attached that rope or cable so they could haul something to a work site. Maybe they hauled the 'copter to that site so they did not have to fly with it dangling in the air the whole time.
Also appears to be a mountainous area, not sure what kind of 'copter that is, but many cannot fly much over 8,500-10,200 feet. Some can go much higher, but many cannot. Maybe they had to haul it there to get to the other side of the mountain?
additional
Well maybe not, if that is Bolder Creek, CA, elevation is only 479 ft according to wiki

Very good landing on narrow trailer.
I had a 2-seat Ukrainian built AK1-3 helicopter that I had on a trailer and toured SA with my wife in 2009. Needed the trailer as wife's luggage couldn't fit into helicopter, so needed car to drive to different locations, then fly local sightseeing trips. Worked very well.
There is a local guy that uses a helicopter to treat mesquite trees. He hauls his copter on a trailer, has a large chemical tank on his truck. He has Deep Vee shaped rails on the trailer and the tank. for the skids for settle in All he has to do is hit 1 and the other has to slid in place. I told him he needed one of those jet fighter fuel nozzles set up to refill the chemical tank. But he said sometimes he just needs an excuse to grab a coffee or take a leak while the tank is refilling by a hose.
Never try to tell me it can't be done
When I have to paint I use KBS products
