Just a guess but since you're finding it on the street it's probably something automotive.

My guess would be that it's a piece of stiffener from a windshield wiper blade. For obvious reasons those are made of stainless steel. Try testing your finds with a magnet. If they're not or only weakly attracted to the magnet they're probably stainless.
