    Ladder used to lift up electrical lines. Is this as insane as it looks? Or is the ladder just holding up some telecom cables for tall vehicle to pass under?

    Looks like you said telacon cables or possibly feeder lines to a house which are insulated. And yep seen low hangers raised many times with a ladder to allow a vehicle to pass under never high tension lines though those are always done by the power company.
