Frank S and I have batted about various fillers as you Tuomas; the conclusion is against mixed concrete though raw cement is ok. Concrete would shrink and loosen, but minimized by taper, smaller at the top. Sand lightly saturated with oil was arrived at, being most available and easily dispensed. Sand, oil and scrap would get higher weight yet per cube, without settling or voids.
