That is a "donut." It's a "cheap" alternative to a proper spare tire. They're good for taking up a bit less space in the trunk, and for getting you to a service station, slowly, and not much else. The ones I've examined closely are rated for 50 miles, and 50mph. I had to buy a new rim, and save the best of my old tires to get a proper spare for my Hyundai Elantra. And not that they are actually cheap. A replacement was quoted to me several years ago at $267 from the dealer. I paid $100 for the rim, and the mount and balance was free since I bought 2 new tires.
