    Remarkably easy fix to an age old question..How to rotate. I've seen bicycle wheels powered with a pistol drill rubbing against the tyre.. I've used a music box mechanism to rotate a workpiece x 140 off.
    I racked my mind..ripped off the ballerina. Made a magnetic attachment. I've since motorised various jigs to do a 1mm radius run 10 thou high. At 4 thou pitches. Your design is much simpler...I'll knock one up this week. I had a rough n ready that was a potters wheel that had a burned out motor.
    You could fix those chucks in place and then tilt the mechanism allowing the fixed TIG torch to weld a flat deposit. At 45 degrees, 60 degs, then 15 degs to give you a classical triple layer fillet run.
    I make miniature jigs like this to laser weld inside Glove box welding units.
    Yes I did have a music box at work.
